Maybe you don't like the atmosphere at your local Academy (why Weiss didn't go to Atlas, for instance), or you want to get out away from your kingdom, going to a different Academy seems appropriate. Pyrrha probably went to Beacon because she wanted to be less well known than she would in say, Mistral.

Different headmasters obviously have different methods, so entry and exams might be easier to one than the other for different people.

Excellent question, the diagram shown is actually how it transforms into the tomahawk.
I've created a safety switch at its side to simply "lock" it in place so she isn't cocking it but transforming it.
