It's very much a mixed bag. The first two seasons were solid, but season 3 was all over the place in terms of quality, with April being the worst part about this season. Season 4 is looking to continue that trend, but Casey Jones is just godawful this time around. Just the human characters in general are overall worse than the mutants.

It's decent. The writing is very uneven though. Sometimes it'll surprise you with how great it can be, but most of the time the writers take the easy way out with plot contrivances and characters acting like idiots for no reason.
The 2003 series is definitely better.

The first season has really strong comedic writing
The second season they sacrificed that writing and started to focus more on lore and I got bored with it
I stopped when they did the 80's reunion, that felt like a thematically good place to end my involvement with TMNT cartoons
The writers really need to let go of their nostalgia boners
