it's hardly an animation smear when there's a significant portion of him (his jaw) staying still. In more modern animations they would rotate his jaw along with his head.

That's the thing though, you can. I started this thread because I noticed it literally the first time watching the episode. It's extremely apparent. His whole head rotates but his mouth remains in the same position, how is that not noticeable?

I don't have a picture, but I remember watching an early Family Guy episode, it may have been the pilot, and at the very end, the whole family is standing around in the front yard. For whatever reason, Stewie's eyes are really wide and far apart. It wasn't even for a frame or two either. It was for the entire duration of the short scene.
