I always took the league as being mainly a democratic process, or atleast lead by the trinity. I know Superman was the chairman at points (I remember him disbanding the league to defeat Amazo) and Black Canary took over for a while, but it seems like each league member has a lot of autonomy.
Based on reporting though it looks like Batman is the one taking initiative to form the league, but Superman is the most popular hero in the public's eye.
