Tiny Toons actually covered this one, and it was the direct inspiration for the warners
in WB rules: you only age if you're forgotten. being remembered keeps you young forever
slappy is explicitly a has-been. the warners are never-weres, their cartoons were all locked away for 60 years til they escaped. They either regained their youth immediately upon their release, or the fact that they were being actively imprisoned meant someone was constantly thinking about them, checking to see they hadn't escaped, etc

bit of a retcon later in the hilarious episodes where warner loaned them out to a bunch of other cartoons and let them make guest appearances, during which they just lampooned the fuck out of everything those cartoons did
