The only preceding volume is about Blink. She's from the Age of Apocalypse setting so if you know that you're good.
She had a mini that saw her in the Negative Zone and teamed up with a dude who eventually turned out to be Annihilus but I never read that and enjoyed the rest of the series just fine.
Everything else comes as the story goes.

Sort of. She had a miniseries in 2001 before Exiles came out that ends with her being transported to the desert and meeting Nocturne which sets up Exiles #1 (which IIRC came out basically right after the mini ended).
It's not 100% required though because everything before that is her adventures in the Negative Zone. It's basically just detailing what happened to her between AoA and Exiles so if you really like Blink then read it.
