I don't know about that. The criminal element as a whole is scared shitless of Batman. This particular incarnation is just giving them one more reason to be. It could be a regular occurence, or it could be meant to signify his return. After all, he's been retired for years by the time the movie starts. It fires grappling hooks. As seen here >>78252818. The Dark Knight Returns was written before Batman had a hand-held grapple gun as a regular part of his gear. That was introduced in the 1989 movie. But it still serves a purpose here. This is just my assumption, but I'm betting that his normal grapple gun doesn't have enough cable or enough range to allow Batman to travel between two skyscrapers. That's where the rifle comes in.

To elaborate, it used to be that if you wanted to fire grenades from a rifle, you needed to slip a launcher over the muzzle, and load it up with crimped cartridges. Basically a regular rifle round minus the actual bullet. So, when you fired one of these rounds, the propellant inside forced itself out of the round and down the barrel, and propelled the grenade round that was mounted on the launcher over the muzzle

If I'm not mistaken, Batman's rifle is basically the same thing, except it fires a line attached to a grappling hook instead of grenades

The problem isn't the guns, it's the intention in packing them. 1989 wanted to get into/out of certain places quickly, maybe stop a vehicle in a hurry. 2005 wanted military prototypes that were apparently only abandoned for being fucking impractical long after real development work should have stopped, but still got a surprising number of prototypes built. OK, fine. It's a silly background anyway. None of this is more ridiculous than the 90s movies, even if it's on the same level. 2016 Batman... has a turret on his tank that fires grenades because it looked cool in a computer game. And of course if he has no compunction about that, he's going to carry guns. In case he's caught out of his tank for even five fuckin' minutes.

Why doesn't he just wear an Iron Man suit all the time, since he has one? Then he never has to leave the tank at all. He can go out, beat down hoodlums, put their kids in his WayneCorp. orphanariums while the hoodlums are in hospital, and his own parents will come back to life pat him on the back and say well done Brucie boy.

I think the point is to make you think Batman went off the deep end. He's branding criminals, attempting to kill Superman it seems, then you see him pull out a sniper and go "what the actual fuck, Bats?" then he fires it and you find out it's a grappling hook, and from there you slowly realize he it was just meant to mislead you and he actually is a good guy
