It's mediocre.

Pretty bad plot, Harper is worse than she was in the last weekly, and the main villain is just meh. However the flashbacks are consistently okay-to-good, Jason and Tim are more tolerable when together, and Dick and Cass are okay.
There are some good moments that are funny or nice, but there are also some terrible moments where you want a character to just fuck off.

Vic Sage got snuck under the radar in Suicide Squad due to loophole of him being civilian only, INO version of Vic (who most likely will be gone after the current SS arc).

But we got fucked with Grant banning Ted; Ted was supposed to be the one who was trying to kill Luthor. When Geoff was banned from using Ted, he ended up half-assedly making Luthor's sister the one behind the assassination attempt and aborted the plotline via folding it into the Darkseid War storyline

I think if you want to play on the stuff in Eli's background that is really close to a young black male experience in modern America - fear of authority, lack of optimism compared to previous generations, fear of personal safety, widespread drug addiction - then it's going to be difficult to make it authentic coming from a non-black writer. I am of the opinion 100% diverse characters are less important than diverse creators though, so yeah I think DC and Marvel should get some black American writers on their payroll if they want to write comics about black Americans. Likewise with Asian Americans, Mexican Americans, et al.

Except I didn't say either of these things. My point is that if Marvel wanted to bring back Patriot as a diversity character in their current push, really relating to a young black American male experience, it would probably be for the best if he were written by someone who has had that experience.

I'm NOT saying that only black writers can write black characters, only white writers can write white characters, etc. Nor am I saying that they should be forced to do so if they don't want to. I don't think Priest's position has changed either, it's just he got sick of being the token for that kind of behaviour but still has a problem with the fact neither Marvel or DC have a regular black write on their staff. He can hold those two opinions simultaneously.

I think the problem with Patriot is when the character was established, Bru was getting Bucky back the real sidekick. For years they don't know how to do with the character aside of writting him like a big ass.

I aslo think when Eli was writing solo, he shines better. And perse the character is interesting: he has a patternal figure to emulate (like Cassie), he is a big fanboy of the superheroes (like Billy & Teddy), he choose by himself to be a superhero (like Kate).

I think Heinberg fails to demostrate to consolidate him. He not hold the team after the departure of Iron Lad, neither leads them.

Kate in the first issues tell him something like "you should be more like him (Captain America)", but at the end of the Vol 1 we don't get a good answer about Eli. He is like a future Cap like Steve Rogers? Or more a Cap in his own terms?

Sounds unlikely. Morrison is a work-for-hire writer; Johns is Chief Creative Officer (among other things) for DC. It's possible Morrison said he wanted a character and never got around to using them (lots of writers do that, it's why, for example, Jessica Jones exists and ultimately why the Netflix series wasn't a Sony show), but it's not possible that Morrison "banned" anybody from doing anything, let alone the CCO of the publisher that he currently works for.

I think Cable has overall been seriously misused since that Avengers crossover just prior to AvX. He's gradually being reverted back to his Liefeld days, and his recent appearance in Uncanny Avengers is more of the same. After his pretty incredible run through Messiah Complex and all that jazz, I kind of hoped he would stay dead, and act as a unifying force for one of the schools post Schism, instead of Xavier.
