It should be Whirlwind because he started out as an Ant-Man villain, with a different name and went after the Avengers as "Whirlwind" for the first time.
I was thinking about this the second I walked out of the theater for Ant-Man. Whirlwind could be a someone Pym stopped back in his hey day, because he was the only person capable of getting close to him (Whirlwind's big tatic is to keep people at bay, he just blows away bullets and projectiles). Pym shrunk down and flew on an ant to get close enough to shut him down.
Now he's free and wants revenge. It could be as simple as that.
