Since everyone hates the character designs in The Good Dinosaur, let's talk about actual good character design, both 3D and 2D.
Buzz and Woody are, to this day, Pixar's best character design.
Woody has tons of detail and props on him.
His giant holster, the etching on his boots and all the little bits of stitching you can see
Buzz is absolutely gorgeous in terms of color choice. The green and purple is a great combination ofc, and all the little stickers and blinking lights on him are cool too.
Just a lot of thought and care put into the both of them that sort of waned after Toy Story, that I don't think any 3D animated movie has matched since

Despite the criticism the movie gets here, I thought that many of the monsters from Monster's University had some really cool character designs (Dean Hardscrabble, Randall Boggs, Johnny Worthington, Claire, and The Oozma Kappas particularly come to mind)
I also like the Emotions from Inside Out. Especially Disgust.

Dean Hardscrabble and Art were favorites of mine too, although I thought the monster designs in Monsters, Inc. were stronger overall. Randall, Ricky, Lucky, Ranft, and Jerry were great.
