They are both good, but I feel like R&M just has a fresh concept and a good setup for humor that more-often-than-not gets executed pretty well. Bob's is nice for what it is, but it's just another animated sitcom that happens to be better quality than the competition (i.e. McFarlane.)

The only comedy anime character that's really made me lose it is from his own accord is Gintoki. Otherwise, it's a collaborative effort between the cast. For example, Cromartie has some standouts, but it's the dynamic that really counts there.

There are a few characters from non-comedies that hit me in a certain way too, but I doubt that they'd make a top funniest list.

People who like the "cartoons" that Fox airs are usually football-obsessed drunkards, so they're just seeing how far down they can drop the quality of their two big animated shows before any of the half-conscious viewers can actually notice. Popeye, as voice acted by Jack Mercer, Bill Costello, and even Harry Foster Welch, is funnier than the lot of characters still on TV at this point.

You can thank three big nails in the coffin for snuffing out the sailor's presence in popular culture.
