I had an idea once for a Monsters High OC who was a dragon. To make him blend in a bit more with the spookiness, I sort of imagined him being somewhat Xenomorph like in movement and such. Similarly his shyness meant he snatched people and dragged them off to his 'at school' lair so he could talk without anxiety issues.

It has the looks and sound of Oogie, but Oogie himself has a radically different style of scaring, and doesn't seem too concerned with the moon, or do have any powers. From that one can deduce that is either Oogie is moonlighting as the man in the moon in addition to being a boogie man, or the man in the moon is a separate character who choose to take on the appearance of a scary guy with a great voice, who's absent from the scene

Either is a reasonable interpretation of an unclear and unresolved body of evidence. Jumping to a definite statement without any supporting logic is just stupid on your part.

Assuming this is a different character, why would he choose to show himself in the form of Oogie?
As the top replied post suggests, he may have just been trying to "fill in" for the absent Oogie.
But maybe Oogie is his preferred form for general spookiness?
If all he does is change the appearance of the moon to scare people, we can assume that he tries a variety of shapes. And, if he really is watching everything from the moon, then that would mean he would know how to scare each person the best; make a spider-shaped shadow on the moon for an arachnophob, stuff like that.
But for the huge Halloween musical, when he has an audience to perform for, he chooses to be Oogie. Does that mean he believes that Oogie is, generally speaking, the scariest citizen of Halloween Town?
The other citizens seemed to agree that Jack was the scariest, but the Man on the Moon didn't show his shadow. Did he not want to "steal his thunder", or whatever, and so he went for the second scariest guy, Oogie, since he wasn't even there?
Or does he know for a fact that Oogie is the scariest between the two? If he really does see all, or at least, a lot, from the moon, then he might know that Oogie, in addition to be scary in the sense that other Halloween Town citizens are, is also the only one who is legitimately evil.
Jack and the others, even traditionally "evil by definition" creatures like the demons and serial killer clowns, are actually pretty nice. They never hurt anyone, just scare them. Were one to get to know them, they wouldn't be scared at all, as they aren't really deserving of fear.
And so Oogie, as the only one who you should actually be afraid of, is objectively the scariest person in Halloween Town. The Man on the Moon knew this, and that is why he choose to appear as Oogie.

Eh, if you want to go with the different character thing, i can make an assumption.

It's because Oogie Boogie is generally treated as "the realest shit", so by using his face he appeared as the most frightening thing possible as sort of an embodiment of "exactly the last thing you'd ever want to see a shadow of."

Jack might be the king of fright, but that's all just in good spirits. Boogie is just a fucking asshole and terrifies everyone because he's so goddamn raw. He's the monster that even the other monsters are afraid of.

Though i personally think it's just a cute way of foreshadowing the villain with no real significance.

Let me put it this way. If you sneak up on your friend while they're not looking and scream in their ear, that's just an innocent scare. That's jack. He might genuinely spook the other citizens, but he has to work for it by using his tricks and in the end they still know it's good ol' jack.

Oogie Boogie is the guy that walks into the room, doesn't say a word, and you just want nothing to do with him. Because everyone knows people tend to disappear around that particular guy and for some reason everything he owns is stained with blood. There's no trick to it, he's a genuine malevolent threat and the terror is real. Not just a cute trick in the spirit of the season.
