Originally the Master of the Sun told some NASA dudes to pick the best among them to become Star-Lord, some guy was picked but then Quill went and stole his place.

Then when Abnett took over it became a title passed done by the Royal family of Spartax, J'Son was Star-Lord before Peter and then in Guardians 3000 King Peter (named after Peter Quill) who is the Star-Lord in the future has the title.
