Yeah, that was annoying as well. A big problem besides Jul dying in the first place comes from this comic. Since Sali escaped with a good portion of Jul's firepower, 343 now has a way to bring back the Covenant to fight against again. And the whole reason I assume Jul died was so they could finally get rid of the "Covenant" once and for all. If Sali comes back, it'd make Jul's death completely meaningless.

I've never really attributed the work of the novel writers to either Bungie or 343i because neither of them ever did much with the material.
Hell Bungie took The Fall of Reach and went "nope, that's not what happened", meanwhile 343i has all these cool fucking Forerunner books that they won't work into the gamesUnless you hunt really hard for connections like the fact that Cortana has basically been infected with a logic virus by connecting to the Domain, due to Precursor fuckery.
