Yeah, but John Stewart was probably picked (in part) because he was from the same culture as Hal -- he was explicitly made GL to challenge Jordan's decision to ignore social issues at home.
Kyle became GL because Ganthet was bringing the ring to Guy Gardner, but he refused to take it, so Ganthet had to pick the most vaguely-appropriate candidate nearby. (And got lucky.)

It all stems from Hal, ultimately. The other candidates were from North America because their selection process was skewed by who was the first GL.
