His power is conviction. He wanted to be a hero for the sake of being a hero, just like Garou wanted to be a monster for the sake of being a monster. Since Saitama's conviction was stronger, he also got stronger than Garou, although they both went through the same process. Might as well call it the purity of heart or something.

Sometimes he's even passively resistant to punches and bullets, not needing spinach or even awareness of them.
