The Joker is in full effect. He gives his "jokes are tragedies in life" routine. This seems to be a personal attack on Gordon faith, the start of Joker's assault on Batman's allies.
The Joker presents himself as ever present. Using the horror of what he has just done to sell a larger lie. He's been far too busy to lie under Jim's porch every night, but not too busy to watch him and figure out a way to unnerve him.
I honestly think this is an interesting interpretation of the Joker: he uses real-life acts to build his legend and increase his hold on both Gotham and Batman by acting as if he is more than human

Alfred remarks that the Joker has a special hold on them while Bruce admits that he had hoped that the Joker had died, presumably after getting his face cut off in Detective Comics #1.

The family is literally shown as an extension of Bruce. Vital parts of him. Either showing how Batman will be weakened by Joker's attack or showing that Joker's attack is doomed to fail because the family supports Bruce and makes him stronger

The Joker using a person as a mask. Rather than showing himself he uses a proxy. Anyone could be Joker and now this guy is. He's infecting Gotham, but it's an act. Possibly also a ventriloquist dummy joke
The baby bird reference is obviously referring to Jason Todd. By invoking a life he previously took because of Batman, is the Joker trying to enrage Bruce by killing another person in front of him as a direct result of their confrontation.
