He failed is psych evaluation in Skyfall and has always been off the cuff compared to other 00s. Basically Bond is your basic hardboiled cop on the edge who doesn't play by the rules.
Archer was an accurate, if extreme, depiction of how Bond works. He does his own thing, often against orders, and only keeps his job because he always manages to complete the mission, at times even because he doesn't bother with red tape.
