It's mostly because the treatment of female characters in the films has been utter garbage with the exception of Black Widow and Scarlet Witch. By the time Captain Marvel comes out Marvel will have released over 20 films with male leads and not one with a female lead.

There are so many great female characters in the Marvel Universe and Captain Marvel is full of potential and great things could be done with her. Growth and diversity in the MCU are being slowed thanks to Feige and so much potential is being held back because he only cares about lowest common denominator, mass market appeal and plays everything thing safe. There hasn't been a real risk in the MCU yet.
