1) people can draw in different styles, literally every western artist with any skill can draw anime characters. Most anime is specifically designed to be drawn by anyone without difficulty (Korean sweatshops).
2) people's styles are usually melds or evolutions of their teacher's/idol's art style. If those influences are Japanese, it makes perfect sense for their art to be in the anime style.

I remember seeing a thread with an image very similar to the one on the left and the anon who posted it wrote something like "How do you like it? I'm really proud of it". And then everyone told him he sucked and that he should give up drawing. I remember this thread specifically because I felt bad for the guy.
