What's the best of the main mass-market gins? (Bombay, Tanqueray, Beefeater, Gordon's). I'm looking to make gin & tonics and martinis, and not wanting to shell out for the fancy stuff.
Gordon's because cheapest.

Except for Gordon's London Rotgut, all of those cost as much as any decent craft gin, at least in my state. But if you're limited to only buying your liquor in bulk, get a handle of Beefeater.
Bombay for me. There are better ones (like Hendricks) but they are considerably more expensive for slight improvement.
Bombay is the best cost/quality ratio.
Bombay is the best gin for a decent price. Like the poster above me said, the really expensive ones don't taste much better than Bombay for how much more they cost

Hendrick's is my favorite gin, mass market or not.
I have had many many gins, mass market, small batch, local, etc. I always go back to Hendrick's as my #1 staple.

If you're in the UK, then Aldi's Cromwell Gin is not only cheap, but quite frankly the equal of plenty of the big brands.

gordon's is the cheapest acceptable gin, at bars I go with tanqueray because they likely don't have gordons.
If it's going to be used for basic drinks then I'd go for tanqueray or bombay.

Out of the list you have, I'd say Bombay Sapphire. Otherwise, I'm also partial to the St. George's Distillery gins. There's 3 different variations and they're all delicious. They do sell them in the variety 3-pack so look around for it.
