Perhaps not literally, but the flavor and quality of fruits and vegetables are affected by enviornmental conditions: temperature, humidity, length of sunlight during the day all affect plants.
And like you said there's a huge amount of fraud and funny business in general with the olive oil industry. It's not just the mob thats involved, and selling old oil is not the only scam.
