I've never had a drink with a sugary rim, but as far as salt rims go it varies depending on the drink. I've had some drinks that the salt didn't really go with, but I think it's a must-have for margaritas.

Depends on what you're doing. It's a standard (if seldom used) garnish technique for cocktails - the salt rim on a Margarita springs to mind, but you might findsugar on the rim of, say, a Sidecar.
It probably works best if the drink itself is not too sweet, so the sugar changes the flavor, allowing you to choose between a sweeter version or the standard (using a straw, wiping some off or just removing a section on your first sip). Looks just fine on pic related. I've even come across a recipe that calls for chocolate drinking powder on the rim, which adds a texture to the drink, which would otherwise have a fairly mundane mouthfeel. Also, experiment with using something other than water to wet the rim, for instance by rubbing a slittedlemon or lime along it. Use coarse stuff if possible, it tends to look better.

Do what you feel like. It can be used to great effect, though it might get old if you put it on everything.

That's a shit choice of glassware, though. Either use something stemmed, so you don't warm it with your hands when lifting it, or use some thicker glass and throw it in the freezer for a minute before filling it. You want the thing to stay cold for as long as humanly possible.
