I usually wipe down my stove top at the end of each day because I pan-fry most of my food. I don't mind cleaning the immediate area, but I find that oil tends to accumulate in odd spots like the overhead stovetop fans.
Would getting one of these reduce the amount of stray oil that finds its way farther than it should be?
Or are they just a useless kitchen tool?

That isn't odd at all. Where do u think the air current blows when the fan is on? What's the fucking point of the fan in the first place? Clean your range hood regularly. This includes removing the fan and wiping the inside.

That's just a splatter screen; it's not going to do much about the overhead fans, which accumulates gradually and will continue to.
The more often you clean the less work it is.
