Because tricking the customer into letting you serve them half cooked food is fun. Ever herd of carpaccio? Literally raw meat on a plate. I charge 8 times what its worth and don't even have to cook it. Laugh my ass off on every order but idiots will order it because it has a fancy name.

Because bistros are about fast service.
Anyway, well done is the easiest steak to cook and they find it insulting to their 'abilities' as a chef. You need to remember that they autistically train their asses off on being able to cook and tell when a steak is bleu, rare, medium rare etc. and when they get asked to make it well done, it's basically a piss take on that technical skill.
