I didn't have to imagine. The movie told me it was "Bread" and it showed me a picture of it. It clearly couldn't be a cookie because it's lembas *bread* not a lembas *cookie*. So, like the movie told me and showed me, it was a piece of dried white bread. Presumably infused with some kind of eleven magic or secret baking technique to make it unusually nutritious. I don't think there's much room for speculation here.

Alton Brown once claimed on his show Good Eats - and i'm not certain of the historicity of this - that Panforte De Siena, which these days is a pastry (of a kind, being mostly candy), was originally created as a sort of energy bar or field ration, being a cookie like pastry that was extremely calorie dense and preservable with nuts and fruits and shit for protein.
