It's in every single shop in first world countries.

The finer grind of caster sugar makes it much easier to aerate butter; I wouldn't skip it if your recipe involves creaming, which most cakes do. Though, I suppose if you're using an electric mixer you can just run it longer

2nding this. Caster sugar aka powdered sugar is dirt cheap and any supermarket will have it so there's no reason not to buy it. It takes ages to incorporate granulated sugar with butter.

Depends on the recipe.
If it's an American recipe, granulated is not a good substitute because they use volumetric measures rather than weight and 1 US cup of granulated sugar is between 180-200g while caster/powdered weighs between 120/140g.
If the recipe uses mass or weight measures, such as grams or ounces (not fluid ounces which, again, are volumetric measures) it wouldn't matter whether you use caster/powdered or granulated.

Now, if you have a volumetric recipe calling for caster/powdered sugar but all you have is granulated, just put a cup of it into the blender, give it a blitz and Bob's your uncle: you've got powdered sugar. Remeasure it for use in the recipe.

But it sounds like they would still be interchangeable in this application. If caster sugar is fine enough to dissolve readily when creaming, then icing sugar certainly would too.

I think you'd want to measure by weight not volume if you were swapping out different granule size though.

I think it's also worth noting icing sugar has additives like potato or corn starch to prevent clumping, I'd assume that could make it behave differently if used in place of caster or granulated sugar.
