I was under the impression sri lankan dosa was made of pure rice flour, that looks like a standard south indian dosa made with a mix of dal and rice flour.

Anyway you use your hands. Any place that isn't complete dogshit will have a separate sink for just hand washing independent of the toilets.

I got this curry leaf dosa the other day from a S. Indian place right by my doctor's office. It looks more like the OP pic if you don't do take out, but it's so fucking delicious. The flavors are so much more delicate than typical North Indian food, which is what I mostly have near me.
