How do I coat hot rolls evenly with tempura batter and panko?

Mix it in a food processor on a low speed. Add that mixture to a pyrex or similar shallow dish and roll them until coated.

I do that but I mix it with an egg beater. The mixture is smooth but when I roll them they never get coated evenly.

Are you making your own tempura batter or some mix? Are you dredging in flour first? Are you using low gluten flour? Are you using seltzer or just cold water?
