Beef that was steamed or baked at a really low temperature. When you cook any meat you have a bit of protein and water that leaks out. It usually doesn't look like that because it's seared or roasted, or cooked in simmering liquid so it doesn't just coagulate on the outside of the meat and stay there. But steamed or baking at a low temperature lets it build up. Might also be cheap beef made with "pink slime" which made the issue worse.
