His "friend" is a piece of shit. Telling him to find another place is exactly what he deserves and not an overreaction. This wasn't some accidental miscommunication. In the roomate's defence, he didn't say "fuck you" directly to his face and start cooking the steak while he was still home. There are plenty of people that could live with him and give him some minimal amount of respect.

Knew full well that the steak was yours, but wanted it anyway, ignored your request, and pretended he forgot who it belonged to.
I can't imagine what else he's done to your stuff. But clearly he's willing to cost you money + inconvenience to suit his own fancy. Probably not a good roommate to have.
