It's actually the complete opposite. The easiest thing to do is just pour in butter and sugar until everything tastes good. Making healthy food taste amazing is much more impressive.

A Chef is a distinct title given to a cook who's earned enough clout and prestige to RUN an entire restaurant, FoH, BoH, Bar, posters, dishpigs, you name it. He's the guy in charge.

A cook is someone who works for a Chef. The only other people in a kitchen with that title are the Sous and Commis, 2nd and 3rd in command, delagating work to lower tier workers with direct orders from the Chef.

Chef translates from French to English as "Chief". Numero uno, friendo. That's the difference.
