There are all sorts of things that end up becoming bread that's not white. In order of legitness:
>flour ground from the whole wheat grain
>flour ground from a wheat grain with some or most of the bran and germ removed
>white flour mixed with a proportion of wheat bran or whole weat flour
>white flour with coloring and flavoring agents added
Split Top just means they scored (cut) the top of the bread before baking it. Go look at how the cheaper loaves of wheat bread look in comparison.
There is a spectrum, the amount of whole wheat versus white flour actually used decides what you can legally call it.
Light Wheat would mean it has some whole wheat, but is mostly, like could be 75% or more white wheat
Whole Wheat bread means it contains more than 50% whole wheat flour.
100% Whole Wheat means exactly that. It could have other stuff, but it shouldn't have any white flour in it.
