So I have an issue on trying to budget(proportion wise) and variety.
I live in a northern southern state however all we have is the usually shitty Walmarts, Food lions. Lidil(german brand) and Publix will be opening up soon here. Im sure there is some bomb ass farmer markets around me too.
I am a single guy, and not trying feed someone else. I have a issue where I buy and even try to make sure its just for me but somehow still have leftovers/Waste, just taking up space in the fridge.
My goal is to cook a single proportion meals without doing retard whole foods prices. I was thinking of taking a single day like a Sunday, cooking all my meals for the week then tubberware/wrap . I try not to eat out, and eat in when there is food in the fridge.

Lots of people already do this, just google "meal prep sunday" and you should find plenty of inspiration. Your situation is very common especially among fitness nuts. You might want to look for meals that can freeze well in particular.

get some spices from Dollar General or biglots for a dollar a jar, buy things that can be used in different recipes (onions, canned tomatoes, cheap chicken cuts, rice) check out some recipes and figure out two or three you can cook with mostly the same meat or protein ingredient but changing up the secondary's and spices, like chicken and rice, baked chicken with veggies, stir fry w/veggies and diced chicken. That's the cheapest way, also be on the look out for marked down items and be prepared to change plan to accommodate them to make it extra cheap.

Different cuisines, even. While each cuisine has enough variety to keep people satisfied, this requires a variety in ingredients. If you limit yourself to cheap and available ingredients you're going to have to turn to various world cuisines to make things interesting.
A wok is very nice to have. It's essential for stir frying, which is a very rewarding cooking technique, and it's also good for a lot of other stuff.
