Are there any necessary precautions in cleaning chicken drumsticks? Im making a curry.

unless you are killing and processing the bird yourself, NO. don't wash your fucking chicken that's an old wives tale. you just end up spreading the chicken germs all over the place when you do that.

Not if you use bleach

Do ou think i should just throw it in with the skin? What about a few cuts to cook the chicken fully? I've never really handled raw chicken before, but its about my 6th time making curry.

use clorox to effectively disinfect your poultry surfaces

inb4 ban

that's entirely up to your taste. if you will keep skin on then be sure to brown it to crisp the skin (there's nothing worse than rubbery chicken skin). personally i'd remove the skin.
Who are these dingbats who keep garnishing raw chicken?

It's just keeping the chicken in its natural environment until it's ready to be cooked, it stays fresher this way.

just fucking cook it real good you idiot

I would take the skin off unless you're grilling it before adding it to the curry. If its being braised in liquid there's no reason to leave the skin on, it just adds fat and gets chewy in there.
If you want to use it, you can trim it off then crisp it in a pan and serve it on top.
