I live in Boston and you can get great sub $10 meals easily as long as you don't eat at Five Guys and Chipotle everyday. And those are brick and mortar restaurants and not some truck in Austin that serves white people soul food. Also, isn't the idea behind soul food that the ingredients are cheap as fuck.
