Not sure about other Scandinavian countries, but Sweden has lösgodis in many stores. which basically is candy that you buy by weight and not prepackaged. Its pretty good if you just want a little bit of some candies.
I wouldn't know about other countries as I have never traveled, but Sweden has a big variety of different confectionery and I rarley find myself bored when searching for something new
