I have a glass bottle of ranch dressing
It has sat unopened, with the protective seal intact, in a dark cupboard, for at least a year
The bottle says that it was "Best By 08-05-16"
Is it still good?

It's fine, just use it. As long as you keep it in the fridge after opening you'll have no problems. Expiration dates on shelf stable foods are more guidelines than anything else.
