No, the name just translates to English as 'cauliflower rice,' which is why I thought as I did.
It's basically a fried rice dish with cauliflower crumbles, garlic and spices topped with smoked fish flakes. You either cook it as a meal with scrambled egg in it and sides of stir-fried greens or in place of plain rice as part of a rice plate meal if you're not serving gravies.
