Someone who enjoys food and takes care in cooking. Not the 'fanciest' food necessarily, just well-prepared. A plain omelette cooked well can be a gourmet dish.

If you mean as in "Gourmet Food" I think it's well prepared, high quality ingredients, usually served in a clean nice place, at a premium price (unless you are cooking it at home or something)
