is there a term for when you fry garlic and/or spices in oil until fragrant and bubbly before making the rest of the dish?

Toasting might be the word you want but it's done without oil.

I think blooming is more for dry spices, specifically roasting or rehydrating them. For example, I would bloom something like cloves, peppercorns, star anise or cinnamon if I were making a mulled wine. Garlic is wet and has flavor already, so I wouldn't "bloom" it, but I would saute it.

Sofrito is akin to Mirepoix in that it is combination of aromatics so widely usef it has a proper name. It's not the action of drawing out aroma through frying.
