The practice of shark finning is illegal, but shark fins themselves typically aren't illegal (typically) because they're just a product of butchering an entire shark (which shark finners do not do).
Some areas just ban shark fins in general though to discourage the practice.

If the shark's fin was obtained in a way that the shark was killed like normal livestock, would you still not eat it?
Mind you, people shoot nails on non-halal livestock's head before butchering them. Meanwhile, kosher and halal butchering requires slitting the throat of a live and healthy animal and making it bleed to death.
The meat you eat in restaurants had an animal die for it to be made into food for you.
