Oven baked wings? No. No matter what sauce or crust is on it. Fried or don't fucking bother.
As for using ground up Cheetos as a crust--that's nothing new or special. It doesn't taste like much beyond the powdered flavor of the Cheeto. It should taste better than it does, but sadly it does not.

Baked is just as good but it's a art form to make it just as good, it's a complicated process and takes more prep time and more time to actually cook then deep frying the wings but besides that they can be just as good taste wise

Although I can't speak to how crumb made from cheetos cooks. I suspect it would burn a lot faster in oil than regular breadcrumbs and you might end up with burned crumb and undercooked chicken. Baking might be the only option for this recipe but I'm only speculating.
I recall my dad at one point when i was a kid trying something similiar but less digusting.
