Flakes burn more easily when used during cooking. Cayenne is better for that and I find in equal amounts, cayenne is hotter

well, the more precise answer I guess would be it depends on what pepper the flakes come from. store bought, I'm pretty sure it all comes from the same place and they taste pretty similar. the flakes definitely have more flavor overall, and is pretty spicy. cayenne is straight up hot but I can't really get any other flavor out of it.

side-note: I make my own hot sauce, and when I strain the pulp from my peppers, I roast them in the oven at like 200 degrees and dry them out. holy fuck was I happy I thought of it. I use those flakes in everything. and the flavor is awesome. kind of roasty and extra sweet and spic and fresh tasting. can't recommend doing this enough if you make your own hot sauce.
