probably only necessary if the steak is over 1" thick.
If it's a sufficiently thick steak, you'll probably want to finish it in the oven.
Anything less than ~1.5 in is probably fine to complete in the pan, but anything over, it's unlikely to have clear heat transference through the steak. Finishing it in the oven lets the steak equalize its cooking, and lets the temperature gradient normalize.
Resting afterwards is likewise important for an even temperature gradient.

Hate to burst your bubble but resting afterwards equalizes the temperature gradient as stated above and its main purpose is so when you cut your meat, you don't pour out all of the juices.

Yes. It's mostly done in restaurants where you have to conserve time and it gives you time to prepare other shit while it's in the oven. When you're at home just get your steak out of the fridge an hour before, sear it for a couple minutes sepending on the thickness and then just let it rest, putting it in the oven is just an unnecessary step if you're at home.
