Depends on whether or not it's high-sodium beans.
The liquid is good for you and you don't taste it in bean dishes anyway.

Depends on the recipe. I wash my beans if I don't want too much of the flavor seeping into my dish.

Seconded w caveat: depends on the dish & bean. Let's say you've got some smoked cheek, mustard greens & black eyed peas, keep the juice. OTH you've got a salsa with black beans (cowboy cavier for example), wash them.
