Cook pasta. Heat oil and minced/thin-sliced garlic in a pan until the garlic starts turning yellowish (not brown), then take off heat. Mix everything together.
I mean there's really no wrong way, if you're just looking to make something simple for yourself. You can skip the garlic-cooking part if you're ok with raw garlic, which saves cleaning an oily pan.
You can also avoid dirtying a cutting board if you use a jar of pre-minced garlic, and use scissors to cut your fresh herbs (I like parsley or dill).
