faking whole milk with half and half, skim milk powder and water for clam chowder

I wouldn't use the milk powder and water. Just use half and half and you won't need as much of it.
The only time milk powder works ok is in baking, in my experience.

Just use half and half, silly. It's half whole milk and half cream.
OR, if you can get some, used canned evaporated milk, that makes the best, creamiest soups without adding a shitload of butterfat.

my grandmas corn chowder used evaporated milk. I never buy the stuff and just use a combination of milk and cream for something like that. But I miss the unique taste of it desu
