Yes, spots like those are perfectly natural and harmless.

I'd rely more on if it smells off or is slimy. That blue part looks like a thin layer of fat stretched over the meat.

I'm not sure. It's at the top of the picture more on the left side (I took the picture in a different angle than I thought that's why I said it was on the right)

While I'm here, could someone share a good marinade recipe with me?

I've been doing more googling and I think it's probably the ink so is that still alright to eat or should I shave it off?
If anyone has a really good marinade recipe that they've used before I'd love to try it. Here's the one I was gonna try
1/3 cup soy sauce
1/2 cup olive oil
Half a lemon
1/4 cup Worschetshire
2 cloves minced garlic
3 Tbsp dried basil
1 1/2 Tbsp dried parsley
1 tsp ground pepper

Bump for marinade
