Any steak cut from that shoulder area doesn't have much flavor at all, flat iron, teres major etc all are nice and tender but have little flavor until you impart some. Fun fact
What are some good marinades to try with skirt and flank steaks?
I tried wooster sauce + fish sauce + dash of lemon in my last batch. Was so good I had first class tickets to flavortown.
